There is only one canon character to have an orange lightsaber within the Star Wars universe. That character is Cal Kestis, from the game Star Wars Jedi: Fallen Order. Cal is the playable character of the game and is a force-sensitive human who goes on to become a Jedi knight.
Outside of the Star Wars canon, there are a few more characters who have been seen to use an orange lightsaber, including the Mandalorian Knights, and Jedi Master Yaddle.

The Meaning of Orange
In color theory, orange can mean fire, warmth, energy, and sunshine. With so few characters who carry an orange lightsaber available in the Star Wars universe, it is uncertain how this symbolism may affect them in the greater scheme of things.
If more characters are added in time, we may find wielders with an orange lightsaber are filled with warmth and have a happier disposition. As orange falls between red and yellow, we may also find some force-sensitive neutral characters in the future. For the time being, this is just speculation.
Star Wars Canon
As said above, the only known character in Star Wars canon to have an orange lightsaber is Cal Kestis. Cal was once a Jedi Padawan during the times of the clone wars. As such, during the game, he finds himself on the run from the empire, and eventually reaches his destiny of becoming a Jedi knight.
The orange lightsaber is exceptionally rare, even for players of the game, as orange was only available to those who preordered the game.
Star Wars Legends
There are a few examples of characters using an orange lightsaber in the further Star Wars legends. First up, we have the Mandalorian Knights. The Mandalorian Knights are seen in the comic book series Star Wars: Knights of the Old Republic: War. The Mandalorian Knights are a group of rogue Jedi led by the ex-Jedi Council member Dorjander Kace. Together, they sabotage the Republic’s war efforts during the time of the Mandalorian Wars.
Another video game example is Kyle Katarn. Kyle comes from the game Jedi Knight: Mysteries of the Sith, and is seen using an orange lightsaber. In his case, the lightsaber was made by the Dark Jedi Yun.
Lastly, we have Master Yaddle. Yaddle is the same species as Yoda and is a member of the Jedi Council. While she appears in the prequel trilogy, her canon lightsaber is green, rather than orange. It is in Legends only that Yaddle has an orange lightsaber, as seen in the comic book Star Wars 15: Emissaries to Malastare, Part 3.
